Indonesia is likely to face a water crisis due mismanagement of resources, inefficient systems, and weak institutions regulatory organizations. In 2020, most the fresh in was used for irrigation (74%) support agricultural sector, which occupies 30% total land area Indonesia. Of all commodities, rice one major essential as it basic staple food almost every Indonesian. However, 2018, Ministry Public Works Housing (MoPWH) reported that 46% Indonesian infrastructure moderately heavily damaged. Looking at how can be very crucial welfare population, this study conducted an extensive literature review historical, current, future management irrigated production systems This has clearly shown have existed thousands years and, thus, there close relationship between socio-cultural life population. Aside from climate change influences availability irrigation, with constant ponding system been found contribute change, emits methane (CH4) other greenhouse gases fields Therefore, required modernization needs consider several factors, such demands increasing population impact agriculture on global warming. Multi-stakeholders, government, farmers, user associations (WUA), local research institutions, need work together meet growing minimize impacts change.
